A Message from the Executive Director
SOMWBA consolidates with the Affirmative Marketing Program within the Operational Services Department
On May 1, the consolidation of the State Office of Minority and Women Business Assistance (SOMWBA) with the Affirmative Market
Program (AMP) and the creation of a new Supplier Diversity Office (SDO) becomes official. The Massachusetts Supplier Diversity
Office, within the Operational Services Division, the state procurement office, seeks to fulfill the Governor's promise of
enhancing access and opportunity to minority and women-owned firms by creating a single door for certification services,
technical assistance and capacity-building services and information on state the procurement process.
SOMWBA, currently housed within the Executive Office for Housing and Economic Development,
was created in 1972 by Executive Order with a purpose to create a listing of minority businesses, to provide assistance to such
businesses and to assist such businesses in participating on state contracts. In 1978, SOMWBA was codified in state statute with
a mission to provide: (a) certification services, (b) access to state contracting opportunities, (c) assistance to certified
firms seeking to access to capital and bonding. In 1987, the statute was amended to provide the same services to women
businesses. Finally, in 2003, the SOMWBA mission was expanded to monitor and enforce minority business enterprise and women
business enterprise (MBE/WBE) participation on state-assisted public construction projects.
The Affirmative Market Program was created in 1996 by an Executive Order and was charged with establishing annual benchmarks for
MBE and WBE participation on state contracts for goods and services. The Affirmative Market Program, housed in the Operational
Services Division, provides a direct link to state procurement opportunities at both the statewide and department level.
Both agencies currently serve the same constituencies - certified minority and women owned businesses, but certified companies
are now required to access services through two different doors. The Massachusetts Supplier Diversity Office takes the strengths
of both SOMWBA and AMP and creates a single Supplier Diversity Office committed to providing better service delivery to minority
and women-owned firms.
Minority- and Women-Owned businesses will now have a single point of entry to access certification services, technical assistance
and business development services. The Supplier Diversity Office will have an enhanced ability to create access and opportunity
by utilizing data on certified firms and linking to procurement opportunities available through state and agency contracts.
Certified companies will have a single point of access for seeking procurement and certification information and for addressing
questions and concerns.
Although the Massachusetts Supplier Diversity Office will officially exist in statute as of May 1, 2010, the plan is for the physical
consolidation to occur on or before July 1, 2010. During this period of transition, businesses and individuals may continue to contact
SOMWBA and AMP through existing Internet website and telephone numbers. Certifications and renewals will continue to be completed by
SOMWBA staff and certifications already issued by SOMWBA will be accepted as documentation of a company's certification status. As the
physical consolidation of SOMWBA and AMP moves forward and the new Supplier Diversity Office created within the Operational Services
Division, we will be sharing information on a new Supplier Diversity Office web page on OSD's home page(www.mass.gov/osd). We will also
be sharing updates through regular publication of a new SDO newsletter.
The new Massachusetts Supplier Diversity Office will continue to be led by Mr. Reggie Nunnally, a seasoned manager with many years of
experience working with minority and women-owned businesses. The new Supplier Diversity Office looks forward to working with your business
and our Mass UCP partners as we continue to expand access and opportunities for certified minority, women and Disadvantaged Business Enterprises
within the Commonwealth of Massachusetts as well as the 49 states within the United States of America.

Ms. Lisa Fosdick
First Impressions of Plymouth, Inc. (WBE and DBE)
First Impression's Lisa Fosdick saw the eco-friend products boom 3 years ago as an opportunity to position her company ahead of her competition.
Lisa Fosdick has been with in the promotional products industry for 19 years and with First Impression (FI) for 8 years. Lisa began her career
as sales representative before moving onto promotional product sales training.
Creativity has always been apart of Lisa's life. She started out as a photographer of scenery and began her own greeting card line; an experience
she called "wicked hard." She changed direction becoming a promotional product specialist, combining the desires of the client with a creative
solution for the best price. Lisa describes her role as a client's personal shopper.
Lisa believes you have to be creative, possess an entrepreneurial spirit and marketing prospective. The $5,000 budgets of yesterday are the $1,000
budgets today and it's her duty to give a gift that's on par with what's been done in past. She firmly believes "whoever can get through this
crisis will be strong afterwards." Her advice, "Stay positive don't give up and make sure your credit is healthy."
Web eco-friendly companies are growing more common daily in the industry. Lisa enjoys the challenge of introducing mature clients to the added
possibilities of using eco-products. FI has two websites. One targets generic promotion, the other offers eco-friendly options. Lisa's goal is
to have an equal share of each type of client. 'Not all clients are quite there yet,' she admits, but she is willing to blaze the trail.
Most of FI's business is done via networking efforts. FI has found MBTA contacts through SOMWBA sponsored events along with Comm-PASS.
Lisa is excited to own FI and develop client relationships. She believes FI's future will include expanding growth in greener promotional
products emphasizing healthcare, education and government sectors.

BROCORR, LLC (MBE)
Carlos A. Correia, President BROCCOR, LLC.
Carlos A. Correia struggled for almost 7 months knocking on doors to get his business, BROCORR started. Most would be discouraged, but he kept
positive. Ironically it was through loan information provided by SOMWBA’s newsletter that put him on the right the path. Salem 5’s SBA program
for new and immerging companies helped Carlos and Brocorr immensely.
Carlos is no stranger to having self-discipline. He has 22 years of military experience. Through the military, the Somerville High School grad
received his bachelors and master’s degrees and officer training. BROCORR’s core values center on a leadership perspective, high performance
teamwork and having an understanding of what customers want. The team concept approach he gained from his military experience, translates well
in this industry.
BROCORR LLC is not only an MBE, they are also a Service Disabled, Veteran Owned Company that primarily deals with residential and commercial
construction and remodeling. The company brings over 50 years of combined experience in the construction field. His family originally from
Portugal, immigrated to the U.S. His dad started in masonry and general carpentry. Passing his knowledge to his brother. Who
leveraged his capability as a construction supervisor to start his own company, eventually merging into Brocorr.
Carlos revealed that Brocorr deliberately looks at every project as if it were a million dollar project. He recommends having a reliable
relationship with a small business lender. He suggests new entrepreneurs have reachable short term goals and provide a good product at a
quality price.
Carlos recognizes that during the recession not many people are building or renovating. He adds, "Don’t get discouraged. Many days will be
disappointing." In true disciplined military tradition he advises, "Stay the course."

Mentor-Protégé program (MPP)
Veteran business owners, who are looking to compete for federal government contracts, can check out the US Small Business Administration's (SBA)
Mentor-Protégé program (MPP). The MPP offers veterans the benefits of getting closer to success and an opportunity to help strengthen our economy.
Participating companies receive the benefits of strengthened private-sector relationships and answers to their company's developmental needs. Veteran
business owners also receive substantial assistance from mentors. Technical, management and subcontract support as well as financial and performing
prime contract assistance are provided.
Mentor and protégé firms enter into a SBA-approved written agreement outlining the protégé's needs and describing the assistance the mentor has committed
to providing. The mentor can be a business that has graduated from the program, a firm in the transitional stage of the program, or a small or large
business. A mentor must have the capability to assist the protégé and must make a commitment for at least a year. Generally, a mentor will not have more
than one protégé at a time without SBA authorization.
As a member in good standing in the Mentor-Protégé program, participants qualify for other SBA benefits. A protégé can obtain other forms of SBA assistance
as the result of its good standing in the Mentor-Protégé program. Financial assistance comes in the form of equity or loans. Mentors can own equity
interest of up to 40% in a protégé firm to help it raise capital. Annual reviews re-examining the success of the mentor-protégé relationship are conducted.

DBE Supportive Services Program
The Disadvantage Business Enterprise Supportive Services (DBE SS) Program is continuing to move towards the completion of the third and final phase
of the 2009/10 program, which will conclude with a graduation ceremony.
After completing a course taught by Turner Construction, participants are working towards completing their three-year business growth plans as part
of the 'StreetWise MBA'™ program taught by Interise (formerly the InnerCity Entrepreneurs).
To date, DBE SS participants in the Interise class have completed the Financial overview and implementation sections and Marketing and Sales courses.
The business participants are now beginning to work on concepts of Resource Management which includes indentifying both human and financial resources
needed to achieve the DBE's individualized, three-year business growth plans. As another benefit of the DBE SS Program, the participants will be
receiving a personal employment practices audit of their business and new employee handbooks and employment applications for each of the participating
DBEs. Each business owner has used their own company as a case study as they examined their own fiscal numbers and in doing so they have learned better
ways to manage capital, assets, balance sheets, and income statements.
As the first class of business owners are continuing phase III of the DBE SS Program, we are happy to announce that the recruiting process has begun

American Recovery and Reinvestment Act Bonding Assistance Program (ARRA BAP)
In January 2010, the State Office of Minority and Women Business Assistance, now known as the Supplier Diversity Office (SDO), sent information
about the American Recovery and Reinvestment Act Bonding Assistance Program (ARRA BAP) to thirty-seven DBEs identified as having contracts funded
through the American Recovery and Reinvestment Act (ARRA). In the months that followed we continued to provide information about the ARRA BAP in
our monthly newsletters, sent electronically to all DBEs. Under ARRA, $20 million was allocated to the U.S. Department of Transportation (U.S. DOT)
to provide DBEs with bonding assistance. The U.S. DOT's Office of Small and Disadvantaged Business Utilization (OSDBU) will provide direct
reimbursement of bonding premiums/fees incurred by DBEs competing for, or performing on, eligible transportation projects receiving U.S. DOT,
ARRA funding.
A.R. Belli Inc. is just one of the Massachusetts DBEs that took advantage of the ARRA BAP with great success! A.R. Belli Inc. successfully bid and
was awarded contracts as a general contractor on two sizable roadway projects. One project, "Somerville Roadway Reconstruction Related Work on a
Section of Washington Street", was a contract for close to $1.5M, and the other the "Boston-Newton-Watertown Roadway Reconstruction Related Work on
a Section of Nonantum Road", was a contract for over $5M. With such large contracts, come correspondingly high bonding fees and according to Cindy
Sementelli of A.R. Belli Inc., the ARRA BAP provided an easy, straightforward means of recouping some of the costs associated with big projects.
Ms. Sementelli had nothing but positive feedback about the ease of the email application and the conscientious staff she spoke with at the OSDBU.
Ms. Sementelli said of the staff she spoke with at OSDBU, "they were able to answer all of my questions, and they follow-up quickly if an immediately
answer was not available". She found the transparency of the process very refreshing saying, "by mentioning the company name alone, the staff was
familiar enough with my application to let me know exactly what stage of the review process the application was in". Ms. Sementelli noted that the
process was very quick, from submission to receipt of the reimbursement was only 13 business days, and in many cases receipt of funds can be even
quicker.
Ms. Sementelli and A.R. Belli Inc. were also quick to thank SOMWBA for both making A.R. Belli Inc. aware of the ARRA BAP, and also for the
assistance our office was able to provide in terms of follow-up and directing them where to look for more support or information.

Ms. Bahar Thompson
SCORE
Businesses owners choosing to figure out their business' path often risk becoming isolated. SCORE provides a remedy by offering professional
guidance and information to all existing and emerging small businesses. According to SCORE Counselor, Bahar Thompson, SCORE is acts as mutual
partner with a client; everything depends on the client's need. Bahar describes the relationship between SCORE and clients similar to that of
a board of directors.
SCORE counselors understand the need to remain current and connected with today's business world. Thompson, a one-time business owner worked
for high tech firms such as Nortell, Digital, and Bay Network. She makes sure her technical experience remains up-to-date with current business
trends such as Social Media like Linked-In to help her clients better. Group counseling teams usually consist of a generalist, operational
personnel, loan specialist and/or CFOs. Bahar believes one of the team members should be able to understand a client problem and offer a
different point of view. Mentoring sessions are free and confidential. Clients get hundreds of years of business experience.
"Come to SCORE 1st," Bahar advises, "you have nothing to lose". If you have an idea you'd like to execute, they will stand by your business
as it evolves. If something in your business plan doesn't make sense to them, they will be honest with you. There are 12 different locations
in the Northeast including Burlington and Concord, Mass.
Every counselor has an industry of expertise and knowledge of what's current in that industry. If clients don't find a counselor to help,
SCORE can search its database nationwide. There are 3 ways to choose and work with SCORE counselors, you can go directly to a SCORE office, phone
counselors, or email counselors questions online. SCORE's online database covers industries nationwide. Someone will get back to you in 48 hrs.

Associated Industries of Massachusetts (AIM)
Associated Industries of Massachusetts (AIM) has partnered with SOMWBA to act as a resource partner and presenter for SOMWBA's "Get Connected"
informational sessions on topics relating to human resources. SOMWBA's portfolio of clients will have the opportunity to benefit from hearing
AIM speakers at SOMWBA's Get Connected: Access to Human Resources event at the MassMutual Center in Springfield, an event AIM will
be sponsoring. Later in May, SOMWBA will host another Get Connected: Access to Human Resources event at the Massachusetts Transportation Building
in Boston, where representatives from AIM will once again be present to provide SOMWBA's clients with their human resources expertise.
AIM is the largest employer association in Massachusetts, dedicated to improving the economic climate of Massachusetts and promoting the well-being
of over 6000 member organizations and their employees. Well known for its proactive advocacy on behalf of the state's employers, AIM is also a premier

areas of life science research possessing significant application potential. May's SHOW will focus on the science and technology
